Spring 2026

The City of Seattle is considering transfer of the former Battery Street Tunnel Right-of-Way(between Battery & Bell Streets and 1st & Western Avenues in Belltown) from Seattle Department of Transportation (SDOT) to Seattle Parks and Recreation (SPR) for development of a new park. City Council has provided funding to SPR to begin planning and early design of a park at this location. This project will include a design study and public outreach to explore possible park uses for the site and placement of accessibility features, investigate site conditions and requirements, and develop a proposed schematic design for the park. This is a Planning project and does not currently fund completion of the design phase or construction.

Project Description

The project will maintain the existing play area equipment and replace the existing restroom structure to meet current safety and accessibility standards. This will likely include individually accessed, all-gender toilet facilities, and new accessible parking area. In addition, the project will make other site accessibility improvements that meet the standards of the Americans with Disabilities Act (ADA). All structures will be supported by an extensive array of pile structures, needed to stabilize these facilities over the landfill and below grade liquefaction soils.

During construction, the contractor will need to close this portion of the park. Seattle Parks and Recreation and the contractor hired for the project will work to minimize the impact on the neighborhood.
