Early 2026

We have completed the initial phase of planning and conceptual design with the United Indians of All Tribes Foundation (UIATF) to fine-tune the scope of the project. The project will focus on a new accessible and illuminated path from the Daybreak Star Center Indian Cultural Center's lower entrance to the Powwow Grounds (see rough alignment below).

We are inviting community members to engage with the project and review the latest plans at UIATF's Take Over event on Saturday, March 7, from 1:00 pm - 3:00 pm (see details below).

In addition to the planned accessible path, we are coordinating with the Seattle Department of Transportation (SDOT) to add a new sidewalk to the portion of Bernie Whitebear Way closest to Daybreak Star using their sidewalk program. This SDOT-led sidewalk is planned for 2028.

Engage with the Project!

Seattle Parks and Recreation staff will be hosting a table at UIATF’s upcoming Take Over event to share information about the project. The annual Take Over event celebrates the anniversary of the occupation of Fort Lawton that led to the creation of the Daybreak Star Indian Cultural Center.

Project Description

Daybreak Star Indian Cultural Center is an important cultural and community gathering place for Seattle’s urban Native population. During well-attended powwows and events, visitors often walk between the center, the Powwow Grounds, and nearby parking areas. Currently, these routes lack paved, accessible paths and adequate lighting, creating safety concerns, particularly for elders and those with mobility challenges.

SPR, in partnership with the United Indians of All Tribes Foundation (UIATF), is improving pathways and lighting around the Daybreak Star Indian Cultural Center at Discovery Park. This project was selected for funding as a result of the Park CommUNITY Fund public nomination and voting process. Learn more about the process here. It focuses on the following elements:

Pathways

  • Accessible path connecting Daybreak Star to the Powwow Grounds with pedestrian-scale lighting
  • In partnership with SDOT, new pedestrian paths along the upper portion of Bernie Whitebear Way within the UIATF leased area

SPR will work with UIATF to minimize the construction impacts to Daybreak Star visitors. Access to the pathway improvement areas surrounding the center may be limited during construction.
